For one traveller going a short distance, a metered taxi can be cheaper. For two or more people, or for the longer runs to Hammamet, Sousse or Monastir, a pre-booked private transfer is usually close to, or less than, what two taxis would cost split — and the price is fixed before you leave home, so it cannot be quoted higher after dark.

Officially yes — Tunisian taxis are required by law to run the meter ("compteur"). In practice, some drivers at the airport rank offer a flat price instead, particularly to visitors who do not speak Arabic or French. Asking for the meter, or agreeing a price before getting in, are the two ways to avoid overpaying.
